Article I. Organization of the Department Section 1: Definition The Department of Pediatrics and Adolescent Medicine is one of the departments of study at the Faculty of Medicine of the American University of Beirut, and as such shall function within the Bylaws, Policies and Regulations at the Faculty of Medicine and the Bylaws and Rules and Regulations of the Medical Staff at the American University of Beirut Medical Center. Section 2: Mission To maintain a leadership role in consistently providing excellent, accessible and comprehensive health services to the children and adolescents of Lebanon and the region, while continuing and enhancing our tradition as a distinguished academic department for the training of medical and paramedical students, house officers and fellows and for clinical and basic science research and to be a resource for the community in issues of child and adolescent health Section 3: Officers The officers of the Department are:
Section 4: Committees The chairperson may at his/her discretion appoint standing, subcommittees, or ad hoc committees as he/she deems necessary, to carry out specific functions of the Department. Section 5: Academic Divisions/ Services The Academic Divisions of the department include, but are not limited to: - Adolescent Medicine - Allergy/ Immunology - Cardiology - Developmental Pediatrics - Endocrinology - Gastroenterology/ Nutrition - General Pediatrics - Genetics - Hematology/ Oncology/ BMT - Infectious Diseases - Intensive Care - Metabolic Disease - Neonatology - Nephrology - Neurology - Pulmonary Medicine - Rheumatology New divisions may be established or existing ones consolidated by the Chairperson with concurrence of the department and approval by the Dean. Article II. Section 1: Membership a- Regular Members: Emeritus Professor Professor (all tracks) Associate Professor (all tracks) Assistant Professor (all tracks) Lecturer Instructor (all tracks) b- Associate Members: Clinical Associates Research Associates
Section 2: Voting Members Voting members are all faculty of ranks listed under section 1a. Section 3: Functions and Duties of the Department Functions and duties of the department include but are not limited to: a- Develop recommendations for the qualifications appropriate to obtain and maintain clinical privileges in the Department. b- Establish and implement clinical policies and procedures and monitor its members’ adherence to them. c- Monitor and evaluate quality of patient care and other evaluation activities. d- Be responsible for the conducting of continuing education within the department. e- Coordinate the professional services of its members with those of other departments and with the hospital’s nursing and support services. f- Report and make recommendations regarding clinical, quality review, and administrative activities to the hospital’s medical executive committees. g- Formulate policies and procedures for the day-to-day operation of the department in collaboration with the nursing staff, administrative and support staff. h- Establish indicators to monitor and evaluate patient care at its meetings, to identify problems and subsequent resolution. Section 4: Meetings a- Regular meetings: Shall be called upon by the Chairperson at least once every month b- Special meetings: Will be called upon by the chairperson as follows: - At his/her discretion - At the request of more than 5 voting members - At the request of the committee of division heads - At the request of the Dean c- The chairperson shall preside at departmental meetings and shall nominate a secretary for a period of one year subject to renewal. d- A majority of the total number of voting members shall constitute a quorum. In case of lack of quorum, a second meeting shall be held within one week and any number of members present shall constitute a quorum. e- The department shall keep minutes of its meetings and forward a copy to the Chief of Staff (for mortality reporting) and to the Dean of the Faculty of Medicine for other faculty meetings.
Article III. Officers
Section 1: Chairperson
a- Appointment: The chairperson shall be appointed by the Dean in accordance with the bylaws of the Faculty of Medicine. b- Duties and responsibilities: The chairperson has the ultimate authority and responsibility for the operation, growth, and development of the department and implementing its functions (article II, section 3). He/she is responsible to the Dean of the Faculty of Medicine for the direction and operation of the department. He/she shall preside at meetings of the department and of committees. Specific duties shall include those listed in the bylaws of the Faculty of Medicine. In addition, he/she shall implement the strategic plan of the Department, performing critical assessment continuously and monitoring key performance indicators and outcomes of new performance improvement initiatives. Section 2: Secretary a-
Appointment: The
chairperson shall appoint or reappoint a secretary for the department
for a specified period of service. Article IV. Organization of Academic Divisions Section 1: Membership Each division is composed of the members of the Department with a recognized training in that particular field of specialty. A member of the Department may be a member in more than one division. Section 2: Division Head a- The division head is appointed by the chairperson for a period of three years. This is renewable at the discretion of the chairperson after performance evaluation. b- The division head is directly responsible and accountable to the chairperson for the academic program, clinical service, administration, growth and development of the division that he/she heads and supervises. c- He/she shall call for meetings of the division at least once every two months and shall insure that minutes of these meetings are kept. d- He/she shall submit to the chairperson an annual report of the activities of his/her division and plans for future development. Article V. Committee of Division Heads Section 1: Membership The committee consists of: - The chairperson of the department as chairperson - Division Heads In case of absence of the head of a division of less than three months, he/she shall recommend his/her temporary replacement to the chair for approval. In case of longer absence, the chairperson shall appoint a permanent replacement. Section 2: Functions and Duties a- To discuss any issue referred to by the Chairperson of the Department. b- To bring to the committee any issues referred to by any of its members. It shall specifically discuss: 1. Curriculum (undergraduate and postgraduate) 2. Methods of teaching and evaluation 3. Research 4. Budget of the department 5. Residency training program and appointment of House Staff 6. Plans for future development of the department 7. The future staffing pattern of the department 8. Adding, deleting, or combining divisions Section 3: Meetings The Committee of Division Heads shall meet quarterly. It may be called to special meetings at the request of the chairperson or three of its members. Minutes of all meetings shall be recorded and a copy sent to the Chief of Staff. Article VI. Appointments and Promotions a- Recommendations for appointments and promotions shall normally be initiated by the Head of the Division to the Chairperson. b- Appointments and promotions shall be made according to the provisions of the University regulations/ Faculty of Medicine bylaws. Article VII. Grievance Procedure Grievances must be submitted in writing to the appropriate Division Head (or directly to the Chairperson if the member does not belong to a specific division) who shall answer in writing within one week of its receipt. Should the member be not satisfied with the reply, complaint shall be transmitted by the Division Head to the Chairperson who will answer the grievance in writing within one week of its receipt. Should the member still feel dissatisfied, the member may request the Chairperson to transmit the grievance to the Dean, who will study the matter and transmit his/her decision through the Chairperson. Article VIII. Procedure Meetings of the Department and of all committees shall be conducted according to Roberts Rules of Order (latest revised edition) except where otherwise stated in these bylaws. Article IX. Amendments Recommendations to the Dean for amendment of the bylaws require a two-thirds majority of the members of the Department present at any meeting at which a quorum exist, provided written notice of the proposed amendment has been circulated to the members of the Department no less than one week prior to the meeting. Amendments are subject to the approval of the Dean of the Faculty of Medicine. The Department bylaws are to be reviewed periodically and changes made and implemented as deemed necessary.
